If cows get Mad Cow disease from eating other cows... how does one get Human Mad Cow Disease? Do you get it from eating humans? Eating cows that have eaten humans? ...reconsidering that downer calf burger I was going to have at lunch...

Well, mad cow disease in cows is a result of eating either other cows or - I believe - human waste. And mad cow disease in humans is a result of eating cows who have mad cow disease. The thing is, mad cow disease has been pretty much eradicated, and it takes a number of years to manifest itself (sounds pretty Dr. Who, eh?), so if you ate European beef anytime before, say, 2002, then you could be at risk. I keep waiting for my brain to start melting... the AK-47 helps.
