The House passes that bill every year.
According to the Flag Code, it's improper to wear the flag, or a likeness of it.
Abby Hoffman was arrested for this (Gen. Richard Myers on Mem. Day):

True, they also would have had to arrest two thirds of the people at Fenway Park last week... The Amendment is a joke.
