Wow. The UN really blew it on oversight of this program. I guess you can't trust corporations not to be above the board when dealing with murderous tyrannical dictators.
Did I read this right: $64 billion program resulted in $1.8 billion in illegal kickbacks?

I would assume he would have smuggled oil with or without the program. In other words, the $11 billion in revenues in smuggled oil is not the fault of the Oil-For-Food program.
Remind me again who was enforcing no-fly zones and shipping embargoes from 1991-2003?
