If cigarette butts aren't, no way shells are.

Butts totally are.

Went to a Mariners game last year @ Fenway where for the first half of the game I was eating peanuts and I inadvertently got Peanut Dander ALL OVER the guy in front of me - his back, his hat, etc. I tried to think of a diplomatic way to tell him I was an idiot for the rest of the game, but I chickened out.
With apologies to the non red-meat eaters, has anyone ever been to one of those Wille Nelson owned "Texas Roadhouse" chains?
Unswept Peanut dander on the floor is a part of the mise en scene of the waiting and bar area. I thought it was a cool touch, if not a little risky for traction / lawsuit purposes...

It is my understanding you will _never_ be arrested for littering by tossing a cig butt to the ground.

One to twelve years for a butt to biodegrade, ticket or no.

Just curious:
How many peanut shells do people find embedded in the sand of Hampton Beach vs. butts?

Do people get arrested for littering anything else?

Butts are litter. Shells are litter except for at ballparks. Does the question even need to be asked?

Obviously it did need to be asked, as there is no concensus.
