Of course Bowie by this time was a serious artist in terms of popularity. This was a collection of cover versions of 1960's rock songs by other British artists (Pink Floyd, The Who, The Kinks, etc.). Bowie no doubt was still in his glam rock phase and these covers were seemingly recorded with a "style over substance" mentality. To me, Bowie felt he could "one up" the originals - it just didn't work. "Can't Explain" became very "pop" oriented, as did "Friday on my Mind."
Some cuts had a unique style like the string sounds on "See Emily Play."
Being a fan of Bruce Springsteen as well, I think "Growin' Up" could have been as successful as "Sorrow" had the song been included on the original RCA release.
I am pretty sure that despite his intention for commercial success, this album did not sell nearly as well the previous two albums.
