How do these referendums work? #1 failed (by 70% !!), but when/how do #2 and #3 go into effect?

From the text, it looks like question #2 goes into effect right away. However, I don't know at what point the election is officially over and the law really counts.
#3 goes into effect January 1, 2010.

Aside: check out the utter pomposity of the first part of question 1!!! Even if I wanted to repeal the tax, I would have voted against this question just because of the wording!

The Glob on Question 2: "The proposition will become law 30 days after it is reported to the Governor's Council, which usually meets in late November or early December. But the Legislature could amend or repeal the new law, as they have done with prior initiatives passed by the voters, said Emily LaGrassa, a spokeswoman for Attorney General Martha Coakley."

oh man, MA did so much better on its ballot items than CA did...congrats, guys.
i'm still pissed about CA props 5 and 8, though. :(

Not just at the state level. Didn't know there were so many local referenda. I only had three questions on my Lynn, MA War 3, Precinct 3 ballot.

Only the big 3 here, too. But, some parts of Somerville got to vote on an "advisory" question which proposed firing all state legislators and replacing them with people picked at random. Like jury duty.
