Cons:
1) tax-free accounts only work if you can afford to save money
2) provides relief of costs by complicating the tax code
Pros:
1) tax-free accounts
2) tax-free accounts for businesses and the ability for businesses to join association health plans
3) medical centers for rural areas (another example of Blue State money being used to fund Red State initiatives...sorry, couldn't help myself)
4) allows people to shop for plans outside their state
5) provides relief of costs through tax credits

Cons:
1) single payer, Canadian style health care it ain't.
2) assumes that insurance companies will pass along savings to individuals.
Pros:
1) sensible malpractice lawsuit reform.
2) target costs due to Quality errors.
3) reduce patent abuse by pharmaceutical companies (reducing patent abuse reduces patient abuse. Heh.)
4) Forces compliance with electronic recordkeeping for companies doing business with the governemtn (OK, that's not a marketplace solution, I guess, but I think it's still a Pro.)
5) Allow states to negotiate to buy prescription drugs in bulk.
6) Reduce uncompensated care costs
Things They Both Do:
1) Strive to get more poor kids signed up for Medicare who are already eligible
2) Reduce costs at the federal level by adopting smart IT systems
